Jack Donovan is the full-time Director of the Georgetown/ Scott County Emergency Management Agency and the Office of Homeland Security. He is a responding member of the Kentucky Community Crisis Response Board (KCCRB), is currently a responding member of the Northern Kentucky WMD/ HAZMAT Response Team and serves on their Board of Directors. With over 25 years experience with emergency services which includes previously serving as a Fire Officer, Paramedic, HAZMAT Team Member, and High Level Rescue Officer from Sarasota, Florida. He has previously served as a Special Deputy Sheriff in Scott County, is a Past two term President of the Kentucky Emergency Management Association (KEMA) and was inducted into the Emergency Management Hall of Fame in 2001. He formerly served as a member of the State Emergency Management Advisory Committee, currently serves on the Bluegrass Region Homeland Security Council and is the current chair of the Bluegrass Region Homeland Security Citizen Corps Council. He is a past Chairman of the Scott County Emergency Planning Committee (LEPC) and the current LEPC Emergency Coordinator.
Stuart Malkin is a volunteer Deputy Director with our program. He has over ten years in Emergency Management and over twenty five years in the environmental field. Stuart has vast experience in OSHA and EPA regulations. He is a valuable volunteer and his knowledge of the chemical industry is difficult to match.
Eric is a full-time Captain/ Communications Officer and the Citizens Corps Liaison. He is the current President of the Scott County Amateur Radio Emergency Service (ARES) and is the Scott County ARES Emergency Coordinator. Eric previously placed 1st in the 2001 ARRL September VHF QSO Contest, Single Operator, High Power Kentucky Section. He was also the 2000 ARES Operator of the Year for Kentucky. Eric is also currently a responding member of the Northern Kentucky WMD/HAZMAT Response Team. In 2005 Eric joined the Kentucky Community Crisis Response Board (KCCRB) and is a responding team member. We are proud to have Eric with us, he is a great asset and a dedicated employee serving our agency.
Robert holds his Masters Degree and Teaches High School. He is actively involved in Canine and Cave Rescue. Robert is a certified firefighter/ EMT and has been very active in his community of Stamping Ground previously serving as Fire Chief and on the City Council. We are very pleased to have Robert as a part of our EMA/ OHS Command Staff.
Jerry is a former Lexington Firefighter/EMT who was also on their Hazardous Materials response Team. He holds instructor certifications for Fire, Hazardous Materials, WMD, First Aid & CPR, and Radiological Response. Jerry is a certified open water scuba diver.
Bill is assigned as a Communications Specialist for EMA/ OHS, he comes to our agency originally from Detroit, Michigan. He served in the Air Force from 1969 - 1972 working in communications. He also has experience as an electrician and has is the current Vice President for ARES and has been with that agency for over 5 years. We are proud to have Bill on our staff, he is a hard worker and is very dedicated to EMA/ OHS.
Les has over 17 years experience working with the US Government and 8 years with the University of Kentucky. He now manages a safety consulting company here in Scott County. Les has worked extensively with OSHA, ANSI, DOE and DOD in safety and inspection roles. Les is a licensed pilot, scuba diver, kayaker, and amateur radio operator. He is active in radio-controlled aircraft and is an avid motorcyclist. Les's experience in swift water rescue and as a member of AES on the response team in radioactive materials division makes him a valuable asset to our EMA/OHS team.
Michael Hennigan brings an extensive background in transportation and safety. Michael has twenty years experience and over 1.5 million safe miles throughout the US and Canada. He is a former flight line supervisor, motor coach driver-trainer, and OTR limousine operator. After spending thirty years in New York State, Michael relocated to Central Kentucky and ultimately Scott County to pursue a second career in the industrial safety industry. He is currently a freelance contractor for On-Site Safety Consultants, while providing day-to-day care for an invalid parent. Michael is an Assistant Emergency Coordinator for Scott County Amateur Radio Emergency Service, a trained SkyWarn weather spotter, and an active member of the Community Emergency Response Team.
John holds his Masters Degree and currently is the director of the leadership program at Georgetown College. John has studied in the intelligence field and has done work with a counter-terrorism firm specializing in risk assessment. John also attended the national forum on Intelligence, Diplomacy and Defense working on the collaboration with various government agencies to face issues of national security. John stated he is honored to serve with the Scott County EMA/OHS; as well we are honored to have him as a part of our team.
Charles served 22+ years with the U.S. Army, U.S. Army Reserves and Kentucky National Guard. While in the military he was trained in communications; nuclear, biological and chemical warfare; decontamination; crowd control and electronic warfare. Charles retired as E-8 Master Sgt. He worked for 3 years as reserve police officer in Lexington. He is a trained responder for post earthquake damage assessment for State of Kentucky. He is a trained responder for post disaster damage assessment. Charles is a member of Amateur Radio Emergency Service in Scott & Fayette Counties. In addition to his duties with Scott County EMA/ OHS Charles is an EOC Communications coordinator for the Lexington Fayette Urban County Government and is a Certified Building Inspector in Lexington. Charles is married with two children, two step-children, three grand children and 1 great grandchild. We are honored to have Charles as part of our team.
Rocco recently moved to Georgetown after retiring from the Military having served for over 20 years, with active time in the Marine Corps and active duty in the Oregon Air National Guard. Rocco served in two different wars and numerous campaigns. His vast knowledge in contingency operations and emergency response is an asset to the community. Rocco is currently attending Eastern Kentucky University to achieve his degree in Homeland Security. Rocco stated "I have always wanted to continue to help our community and I know I have found my niche." We welcome Rocco to our team and we're glad he wants to serve with us.
Judge Lusby received an Honorable Doctorate from Georgetown College. He also holds an Education Specialist Certification from the University of Kentucky, a Bachelors and a Masters Degree from Georgetown College.
Mayor Tingle Sames was elected January 2007. She served on the Georgetown City Council for three terms. Mayor Tingle Sames graduated from Georgetown College in 1986, with a Bachelor of Art Degree in environmental design. She has helped operate a family business in Georgetown since 1971.
Mayor Hollon has been the Mayor of Stamping Ground since 2004. He really enjoys working with all the different agencies in Georgetown\ Scott County. He is currently serving or has served on the following boards: Scott County ASAP, Senior Citizen Advisory Board, Scott County United, KCTC-Scott County Advisory Board, SC Parks&Rec Planning Committee, Scott United Way 211, Scott County Education Foundation. He has also worked with various Christian organizations.
Rob Wagoner is currently serving as Mayor of Sadieville, KY., located in the Northern part of Scott County. This is his 2nd term that will be in effect until 2010. Mayor Wagoner states he has enjoyed the opportunity to serve this community and County in this capacity. He believes he has made a difference in this position. Mayor Wagoner who is 50 yrs. old and single has had had opportunities to wear different hats in his life time thus far. He has a BS in Accounting from UK and received the certification of Scrub Nurse from the CKTC in Lexington, Ky. He has worked at St. Joseph and Shriner’s Hospitals in Lexington and is currently staying at home because of a back injury that has taken him from these positions. Mayor Wagoner has also traveled performing in the southern gospel music forum for 8 yrs. of his adult life. He is an accomplished pianist, organist and currently holds this position at Parkway Baptist Church in Lexington, KY. Mayor Wagoner loves to camp in his 31ft. travel trailer and spends a large portion of the summer at the Kentucky Horse Park enjoying the outdoors with friends and family. He loves music and sports of all types. Mayor Wagoner states he feels very fortunate having this great diversity in his life thus far. I think it has prepared me to tackle and complete whatever comes my way. I thank all who have been so helpful so far and I hope that I can continue to make a difference in this great community of Scott County, said Mayor Wagoner.
Van Taylor is the Search and Rescue Coordinator for Scott County as well as the Chief of the Scott County Department of Fire and Rescue. He has served over 25 years as a firefighter, over 20 years as Assistant Chief and now recently was promoted to Fire Chief. Van is past president of the Central Kentucky Firefighter's Association and presently the Region 15 Director of Kentucky Fire Fighter's Association. Van also serves on the State Rescue Grant Committee.
