Jack Donovan is the full-time Director of the Georgetown/ Scott County Emergency Management Agency and the Office of Homeland Security. He is a responding member of the Kentucky Community Crisis Response Board (KCCRB), is currently a responding member of the Northern Kentucky WMD/ HAZMAT Response Team and serves on their Board of Directors. With over 30 years experience with emergency services which includes previously serving as a Fire Officer, Paramedic, HAZMAT Team Member, and High Level Rescue Officer from Sarasota, Florida. He has previously served as a Special Deputy Sheriff in Scott County, is a Past two term President of the Kentucky Emergency Management Association (KEMA) and was inducted into the Emergency Management Hall of Fame in 2001. He formerly served as a member of the State Emergency Management Advisory Committee, currently serves on the Bluegrass Region Homeland Security Council and is the current chair of the Bluegrass Region Homeland Security Citizen Corps Council. He is a past Chairman of the Scott County Emergency Planning Committee (LEPC) and the current LEPC Emergency Coordinator.
Stuart Malkin is a volunteer, Special Consultant to the Director with our program. He has over Twenty years in Emergency Management and over twenty years in the environmental field. Stuart has vast experience in OSHA and EPA regulations. He is a valuable asset and his knowledge of the chemical industry is difficult to match.
Robert holds his Masters Degree and Teaches High School. He is actively involved in Canine and Cave Rescue. Robert is a certified firefighter/ EMT and has been very active in his community of Stamping Ground previously serving as Fire Chief and on the City Council. We are very pleased to have Robert as a part of our EMA/ OHS Command Staff.
Michael Hennigan is a full time Captain with our agency. He holds a Bachelor of Science degree in biology from Grove City College in Western Pennsylvania. He was recruited into a career that caused him to interact closely with United States and Canadian Immigration and Customs enforcement. His scientific background along with thorough knowledge of logistics eventually led to a position as operations manager for an international company specializing in import and export of LTL dangerous shipments. After nine years in that capacity, Michael moved on to become a consultant for New York State Department of Corrections expediting prisoner transport and upgrading “outside the wall” security procedures. During that same period, Michael studied international relations becoming fluent in the characteristics of several Asian and European cultures. In 2001, the Homeland Security Act was signed and President Bush called for the collaboration of several civilian and law enforcement entities in the day to day protection of the United States. The creation of Homeland Security along with a deep seated interest in disaster response and planning resulted in Michael leaving his home of over thirty years in New York State and coming to Kentucky. Since his arrival, he has become a 29CFR and NFPA certified site safety officer, become an operations level Haz-Mat responder, and has spent almost one hundred hours in continuing education courses preparing for a long term position in the field of disaster mitigation concentrating on biological hazard/threat assessment.
Jerry is a former Lexington Firefighter/EMT who was also on their Hazardous Materials response Team. He holds instructor certifications for Fire, Hazardous Materials, WMD, First Aid & CPR, and Radiological Response. Jerry is a certified open water scuba diver.
John holds his Masters Degree and currently is the director of the leadership program at Georgetown College. John has studied in the intelligence field and has done work with a counter-terrorism firm specializing in risk assessment. John also attended the national forum on Intelligence, Diplomacy and Defense working on the collaboration with various government agencies to face issues of national security. John currently serves on the National Domestic Preparedness coalition. He is trained in threat assessment and critical structure identification. John is well versed in school and college/ university threats involving intruders on campus.
Les has over 17 years experience working with the US Government and 8 years with the University of Kentucky. He now manages a safety consulting company here in Scott County. Les has worked extensively with OSHA, ANSI, DOE and DOD in safety and inspection roles. Les is a licensed pilot, scuba diver, kayaker, and amateur radio operator. He is active in radio-controlled aircraft and is an avid motorcyclist. Les's experience in swift water rescue and as a member of AES on the response team in radioactive materials division makes him a valuable asset to our EMA/OHS team.
Charles served 22+ years with the U.S. Army, U.S. Army Reserves and Kentucky National Guard. While in the military he was trained in communications; nuclear, biological and chemical warfare; decontamination; crowd control and electronic warfare. Charles retired as E-8 Master Sgt. He worked for 3 years as reserve police officer in Lexington. He is a trained responder for post earthquake damage assessment for State of Kentucky. He is a trained responder for post disaster damage assessment. Charles is a member of Amateur Radio Emergency Service in Scott & Fayette Counties. In addition to his duties with Scott County EMA/ OHS Charles is an EOC Communications coordinator for the Lexington Fayette Urban County Government and is a Certified Building Inspector in Lexington. Charles is married with two children, two step-children, three grand children and 1 great grandchild. We are honored to have Charles as part of our team.
Rocco recently moved to Georgetown after retiring from the Military having served for over 20 years, with active time in the Marine Corps and active duty in the Oregon Air National Guard. Rocco served in two different wars and numerous campaigns. His vast knowledge in contingency operations and emergency response is an asset to the community. Rocco is currently attending Eastern Kentucky University to achieve his degree in Homeland Security. Rocco stated "I have always wanted to continue to help our community and I know I have found my niche." We welcome Rocco to our team and we're glad he wants to serve with us.
Bob is the newest member of the EMA/OHS team. He is a former Director of Safety and Security for both Fayette Mall in Lexington and Northwoods Mall in Charleston, South Carolina. Bob also serves as Commander of the Scott County CERT Team. He has been active with CERT since 2005. He participates in many other civic and community activities. Bob is married and has two children.
Judge Lusby received an Honorable Doctorate from Georgetown College. He also holds an Education Specialist Certification from the University of Kentucky, a Bachelors and a Masters Degree from Georgetown College.
Mayor Tingle Sames was elected January 2007. She served on the Georgetown City Council for three terms. Mayor Tingle Sames graduated from Georgetown College in 1986, with a Bachelor of Art Degree in environmental design. She has helped operate a family business in Georgetown since 1971.
Mayor Hollon has been the Mayor of Stamping Ground since 2004. He really enjoys working with all the different agencies in Georgetown\ Scott County. He is currently serving or has served on the following boards: Scott County ASAP, Senior Citizen Advisory Board, Scott County United, KCTC-Scott County Advisory Board, SC Parks&Rec Planning Committee, Scott United Way 211, Scott County Education Foundation. He has also worked with various Christian organizations.
