Jack Donovan is the full-time Director of the Georgetown/ Scott County, Kentucky Emergency Management Agency and the Office of Homeland Security. He is a responding member of the Kentucky Community Crisis Response Team (KCCRT), is currently a responding member of the Northern Kentucky WMD/ HAZ-MAT Response Team and serves on their Board of Directors. With over 30 years experience with emergency services which includes previously serving as a Fire Officer, Paramedic, HAZ-MAT Team Member, and High Level Rescue Officer from Sarasota, Florida. He has previously served as a Special Deputy Sheriff in Scott County, Kentucky, is a Past two term President of the Kentucky Emergency Management Association (KEMA) and was inducted into the Kentucky Emergency Management Hall of Fame in 2001. He formerly served as a member of the Kentucky Emergency Management Advisory Committee, currently serves on the Bluegrass Region Homeland Security Council and is a former chair of the Bluegrass Region Homeland Security Citizen Corps Council. He is a former Chairman of the Scott County, Kentucky Emergency Planning Committee (LEPC) and the current Scott County, Kentucky LEPC Emergency Coordinator.
Robert has been in education for 30 years and is currently employed at the Kentucky Department of Education as an academic content consultant. He holds a Master of Arts in Education and has completed coursework in school administration and leadership. As well as the Volunteer Captain for our EMA/OHS staff, he is also actively engaged with Canine Search and Rescue and was active as an instructor and responder for cave rescue in Kentucky, Tennessee, and West Virginia. He is a former volunteer firefighter/EMT as well as City Commissioner for Stamping Ground.

Michael Hennigan is a full time Captain with our agency. He holds a Bachelor of Science degree in biology from Grove City College in Western Pennsylvania. He was recruited into a career that caused him to interact closely with United States and Canadian Immigration and Customs enforcement. His scientific background along with thorough knowledge of logistics eventually led to a position as operations manager for an international company specializing in import and export of LTL dangerous shipments. After nine years in that capacity, Michael moved on to become a consultant for New York State Department of Corrections expediting prisoner transport and upgrading “outside the wall” security procedures. During that same period, Michael studied international relations becoming fluent in the characteristics of several Asian and European cultures.
In 2001, the Homeland Security Act was signed and President Bush called for the collaboration of several civilian and law enforcement entities in the day to day protection of the United States. The creation of Homeland Security along with a deep seated interest in disaster response and planning resulted in Michael leaving his home of over thirty years in New York State and coming to Kentucky. Since his arrival, he has become a 29CFR and NFPA certified site safety officer, become a Technician level Haz-Mat responder, a responding member of the Northern Kentucky WMD/ HAZ-MAT Response Team, and has spent almost one hundred hours in continuing education courses preparing for a long term position in the field of disaster mitigation concentrating on biological hazard/threat assessment.
Stuart Malkin is a volunteer, Chemical Consultant with our program. He has over Twenty years in Emergency Management serving part of this time as the Deputy Director and over twenty years in the environmental field. Stuart has vast experience in OSHA and EPA regulations. He is a valuable asset and his knowledge of the chemical industry is difficult to match.
Les has over 17 years experience working with the US Government and 8 years with the University of Kentucky. He now manages a safety consulting company here in Scott County.
Les has worked extensively with OSHA, ANSI, DOE and DOD in safety and inspection roles.
Les is a licensed pilot, scuba diver, kayaker, and amateur radio operator. He is active in radio-controlled aircraft and is an avid motorcyclist.
Les's experience in swift water rescue and as a member of AES on the response team in radioactive materials division makes him a valuable asset to our EMA/OHS team.
Charles served 22+ years with the U.S. Army, U.S. Army Reserves and Kentucky National Guard.
While in the military he was trained in communications; nuclear, biological and chemical warfare; decontamination; crowd control and electronic warfare. Charles retired as E-8 Master Sgt. He worked for 3 years as reserve police officer in Lexington. He is a trained responder for post earthquake damage assessment for State of Kentucky. He is a trained responder for post disaster damage assessment. Charles is a member of Amateur Radio Emergency Service in Scott & Fayette Counties. In addition to his duties with Scott County EMA/ OHS Charles is an EOC Communications coordinator for the Lexington Fayette Urban County Government and is a Certified Building Inspector in Lexington. Charles is married with two children, two step-children, three grand children and 1 great grandchild. We are honored to have Charles as part of our team.
Bob is a former Director of Safety and Security for both Fayette Mall in Lexington and Northwoods Mall in Charleston, South Carolina.
Bob serves as Commander of the Scott County CERT Team. He has been active with CERT since 2005. He participates in many other civic and community activities.
Bob is married and has two children. We are very happy to have Bob as part of our agency.
Earl graduated from Slippery Rock University of Pennsylvania in June 2002 with a Bachelor of Science Degree in Environmental Studies, and minors in Geography and Geographic Information Technology. In December 2002, Earl moved to Georgetown, where he worked for both the Georgetown-Scott County Planning Commission and the Georgetown Municipal Water & Sewer Service, helping to build a Geographic Information System (GIS) of its water/sewer system. He has also worked for the County’s Property Valuation Assessment office and worked part time for Kriss Lowry & Associates, a Land Use Planning firm. Earl has served as the Kentucky Association of Mapping Professionals (KAMP) President for the 2005-2006 year and has been a member since 2003. He became GIS Manager for Scott County in July, 2006 and has just recently been promoted to Director of Development Services.

Brian came to Georgetown in September, 2008 to take the position of Senior Planner for the Georgetown-Scott County Planning Commission. He graduated from the University of Michigan with a Bachelor of Science degree in Physical Geography in 1997 and earned his Masters of Science degree from Eastern Michigan University in 2001. Brian has been certified as a Professional Emergency Manager by the Emergency Management Division of the Michigan State Police. Since coming to Georgetown, Brian has joined the Community Emergency Response Team (CERT), received certification in wilderness first aid and has earned his Technician level amateur radio license (KJ4UXO). Brian has recently enlisted with the Kentucky National Guard and we are honored to have him as a part of our agency.

Gene received his B.S. degree from Morehead State University in 1991 in Animal Science. He has worked for the Wedco District Health Department (serving Scott, Harrison and Nicholas Counties) for the past 19 years. He has served as the Environmental Director and Bio-Terrorism Manager since 2008. Gene serves on the Kentucky Environmental Strike Team which aids communities after an emergency or disaster. He has served on WEDCO's Epidemiology Rapid Response Team since 2005. Part of his job as a Bio-Terrorism Manager is to ensure that citizens are able to receive services from the Health Department after an emergency or disaster. He is a Registered Sanitarian for the Commonwealth of Kentucky. He has been certified in Radon mitigation, soil morphology, FDA Food sanitation, Core training for Environmental Health Professionals, CPR, Haz-Mat, Basic Disaster Life Support, PIO, Environmental Health training in Emergency Response and several ICS courses (100,200,300,400,700,800) IS (00005,00230,00235) regarding Emergency Management. Gene has been and will continue to be a tremendous asset to our agency.

Rick is a 16 year employee with Johnson Controls Incorporated where he is currently the Environmental Coordinator. Rick is responsible for the environmental compliance and emergency response of the Georgetown KY. and Greenfield OH. facilities. His role in both plants is to ensure compliance with EPA, federal, state, local and company requirements and regulations. He also serves as the emergency response coordinator for the facilities where he is a certified Hazardous Materials Technician. His background is "Environmental Management Systems" (EMS) where he is certified as an ISO 14001 Internal Auditor as well as an ISO 14001 EMS Lead Auditor. He holds certifications in storm water management, hazardous materials management and hazardous waste management. He is certified as a "Visible Emissions Reader" by the EPA on Method 9 testing for stack emissions. He has a vast knowledge of chemical tanker trailer operations and chemical unloading of tankers. He is in the process of "Six Sigma Green Belt" certification which is an improvement process that helps solve quality problems, improve processes and make better products, using scientific tools and methods. He serves on the Scott County/ Georgetown Local Emergency Planning Committee, is a member of the Scott County CERT team and is a member of the Georgetown Royal ToastMasters club. He spent 10 years as an owner/ operator of a livestock hauling company that logged more than 250,000 miles and covered 23 states, he has also served as Farm Manager for Elmhurst Farms for two years all while pursuing his career with in Johnson Controls. Rick is married and has three kids. We welcome Rick to our agency and look forward to a long working relationship with him.
Judge Lusby received an Honorable Doctorate from Georgetown College. He also holds an Education Specialist Certification from the University of Kentucky, a Bachelors and a Masters Degree from Georgetown College.

Everette Varney was raised in Belfry (Pike County), Kentucky. A graduate of Belfry High School in 1956, he attended Berea College and completed a B.S. degree in Business and Physical Education. He then pursued graduate studies at the University of Virginia and Morehead (Kentucky) State University. After completing his M.A. and Rank I degrees in Education and Administration he came to Scott County High School in Georgetown, Kentucky, where he taught business courses and was head basketball and baseball coach for 23 years. He also spent 10 years in school administration at Scott County, where he served as assistant principal at the high school and later served as the first principal of the ninth grade school. During his tenure in education, Coach Varney received many honors, including “Teacher of the Year” in 1983; Mid-State Conference “Coach of the Year” in 1973-74, 1980-81, 1982-83, 1984-85, and Burley Belt “Coach of the Year” in 1987-88. He was inducted into the Belfry High School “Basketball Hall of Fame” in 1988, the “Kentucky Coaches Court of Honor” in 2004, and the Berea College “Hall of Distinction” in 2006. He has the honor of being the only player in Berea College history to have his uniform number retired. He retired from education in December 1998, and assumed the duties of mayor of Georgetown on January 1, 1999, where he spent the next eight years. During his years as mayor, he served as Board Chairperson of the Bluegrass Area Development District for two years where he was the recipient of the Shelby Combs Distinguished Service Award. He and his wife, Nancy, have three children, seven grandchildren, and a great-granddaughter.

Claude was appointed to the Sadieville City Commission in October 2005, elected Mayor Pro Tem in January, 2007, and Mayor in February, 2010. He also serves Sadieville and Scott County on the Blue Grass Area Development District Transportation and Water Management Boards, the Scott County United Board of Directors, Scott Education & Community Foundation Board of Directors, as well as the Kentucky League of Cities City Classification Task Force, and the Scott County Senior Center Advisory Committee.
Claude is a retired federal executive having served as Deputy Chief Information Officer and Chief Enterprise Architect for the Peace Corps and in various technical and senior management positions within the Department of the Interior including that of Senior Technical Advisor to the Secretary of the Interior. He is also a veteran having served for seven years in the U.S. Air Force.
He holds degrees in Geology and Land Use and completed senior management and executive development programs at the federal level. He and his wife Sandra have three grown children and enjoy the rustic country living available in and around Sadieville. His hobbies include cooking, writing, and travel.
